How to repair an audiotape that slows down or stops?

I have hifi audiotapes that while being played slow down or even stops - it is like something in the cassette lacks lubriction ( are cassettes lubricate??)

do they act up on all tape decks?
if so, the binder has probably broken down or hydrolised. you may have to bake it - google tape baking-
