As I remember when I had to replace my remote control I needed to programme into it a 4 digit code so that it could control my TV set as well as the sky box.

On my Sky box there's a control on the top of it - in the middle near the front. Try that - if i works it suggests that the remote controller may be defective - Amazon have several of them on offer - supermarkets too.
