The rotor assembly needs a quarter turn anti clockwise then pull straight up & out. If it has fused & welded itself in place then I don't know how you will get it out except with brute strength. Never had one do that before. You may end up having to replace the whole motor underneath. Fairly big job and not easily done if not experienced. May pay to call a service company if the quarter turn & pull doesn't remove it.
