Much will depend on the make of the machine - many brands have E16 to show issues with water inlet - could be a bad pressure switch or a bad inlet solenoid - what do I know? I am not an appliance engineer.
You might try a Google search - Your machine's Make (brand) followed by E16 - see how far it takes you - it's what I did not even knowing the brand.
