How can I fix poor suction on a Eureka Whirlwind Electronic?

My Eureka Whirlwind Electronic (4485 A-1) appears to pick up some debris (though misses other visible debris) only to redeposit it (along with small clumbs of hair) in another area of the room I'm vacuuming. I recently replaced all filters to no avail. What could be wrong?

good God eamon, why do you bother to even attempt an answer! your vacuum is blocked at the head, behind the brush/beater. the brush needs to be removed and the blockage should be visible.

your cleaner is blowing not sucking make sure the cleaner is all there no parts missing or not in the right place
