ford transit 2.5 diesel 1996?

I put new starter into transit and when i turn the key there is no click from starter. Solinoide and starter are working effectively. I suspect the key is not reading the code.

key had to be re coded by ford

Should still turn as the immobiliser only stops the fuel not the starter.
