Chains stuck at top?

I wound my Clock a while ago in the chains and weights are stuck at the top and now the pendulum wont swing because I guess the chains are either off the track or Too hi any suggestions as to how to get them working again I brought this back from Germany when I was in the service and it means a lot to me
