It's not dead; there is something letting the TV run the blue light and make it flash.
Advice: Do a Google search for your make and model of TV and add no picture blue light flashing. Something like this: Make Model blue light flashing"
If you have no luck there post your question again but this time with enough information for people to respond, particularly: including the make and model. We ain't psychic!
