Ovens do not work in the same way as a hob or grill as it needs to maintain specific temperatures. Therefore, gas is regulated by a temperature regulator within the oven. When you initially switch on the oven, it should, after a few seconds, open up to full power. When the required temperature has been reached, the flame should then settle down to the size required to maintain temperature.
