It sounds like there's not enough water in it. As the pump switches on it lowers the level in the sump and the machine thinks there's no water in the appliance and shuts of the motor. After a couple of seconds the water runs back into the sump and the motor switches back on. You can prove it by adding water to it when it has started. Add enough to bring the water level upto the middle of the salt cap. If it works OK then you need to replace or adjust your pressure switch which is found by looking through the bottom inspection covers. Its on the right hand side, a round or oval thing with 3 wires and a tube comming out the top.
