I have a Sime Superformat 100e,Ive had it for 3 years now,
The Hot Water and Heating is Not Working But the Boiler is marking alot of noise,when put on (the noise is comin from the fan(horn sound) and its not going around,water is in the boiler.
What can I DO?
You seem to have a water circulation problem.More details would be welcomed.Verify the circulating pump if it is circulating your water correctly and also the size of your flame.

sounds like the bearing is going, give it a tap with end of screwdriver may free it, but needs new one.
