a sony ericsson gc89 air card and a data transfer sim card is your answer. you should be able to obtain one from most cell providers. your compuer should work any where you have cell conection if you have poor conection you may need to add a yaggi uda antena to boost your signal strength. happy surffing.

Your question is not clear. Do you mean anywhere in your dwelling? If so the answer is a WiFi card in your laptop and an ADSL router with wireless function.

I have not idea what you mean by "i do not have a desk top computer so adding a router is not an option". Doesn't make any sense as a Desktop PC is not a pre-req for a router.
