When I action my computer to shutdown nothing happens
I have to turn the computer off at the mains switch.

If it's Windows98 you've got then it's a known problem. They have info and a patch at http://support.microsoft.com/kb/239887 which should sort out your problem

This problem is quite common, mostly in the days of that dire OS they called windows 95, this was known bug or some called it a feature. If this is not OS related, then it's probably an issue with the BIOS that may need to be flashed. Can you tell us:-

What brand computer is it?
What Operating System and Service Pack?
How old the PC is?
What the BIOS and version is?

Some earlier PCs cannot be turned off by the Operating System which is why they get a message that says: "It is now safe to turn off your computer." If that is what you get it is not a bug - it's a feecha.
