how to fix my bissel pro heat?

My Bissel Pro heat wont suck up any of the liquid is puts on my floor. I would like to know how to fix this.

Depending the model of course, but the one I'm trying to fix has a flap that diverts suction between the floor and the attachments. When the plastic arm on that flap breaks, as it did on mine, nothing will pick up. I had trouble trying to figure out the control for "water only" and "high dirt", but the manual link here seemed to help. although I still need to actually try it.
