How can I allocate space from one disk partition to the other?

I have a 40GB hard disk partitioned into a 4GB section for C:/ and a 36GB section to D:/. I have an Inspiron 8000 running XP operating system and keep running out of space on the C:/ partition but have very little on D:/. How can I allocate more space to C:/ ?
