i drained system and put in a scale cleaner. but one radiator wont heat up even tho all the rest does. the radiator is not clogged as i took it of and cleaned it out

take the plastic top off the valves in the open position see if you can press the little spike (valve)down if valve wont move pull it up with a pair of pliers carefully might be stuck in the off position and stopping the circulation of this radiator.

you must have airlock in pipe work. check both valves on rad are open and working. if that rad is teed off another rad and that is hot close the valves so the cold rad gets more heat. if your not sure just close the hot rads so the cold rad gets more flow and it will push airlock out.
you may find your system needs balancing.
