How to mend a car alarm with imobiliser?

We cannot enter the car as the key fob is not dissengaging the alarm ie it will not open the doors or start the car.
We have tried to resycronise the alarm with the fob and changed the batteries but to no avail
The make of car is a Rover 100 Ascot SE
