How to change the pump belt on my Bissell 12 amp carpet steam cleaner?

The belt on the left side of my 12 Amp Pro heat Bissell steam cleaner broke. The brushes and pump no longer function. How do I replace the belt?

There is a red peice next to the belt system at the bottom of the cleaner, this has to come off to pull the rod blocking accsess to the belt its self.
