What does the error message FL on the Maytag Neptune Washer mean?

My Maytag Neptune Washer will start filling with water then quits and goes no further. The error message FL comes up.
I have turned everything off and restarted but get the same
results, a small amount of water fills and then error message
FL comes up.

Fl means failed to lock. The machine tried to lock several times and cannot. Make sure the door is completely closed.
