Smelly water in cellar?

Hi, we have a problem with our cellar. When we have people living in the house next to us (rented) we get the most awful smelling water run through our cellar. We have a natural spring in the cellar, but the water from this is crystal clear. We have tried to get enviromental health to sort it and they are useless. We have figured it is cracked pipe as all of the drains have been checked. How do find out where the cracked pipe is without access into the house? The landlord of the rented house doesn't care.

if the problem is before the sink no it won't show up. is there not another house on the side of him that you can check there drain because that will be before the problem. and it will flow past his house to yours. can they not use a camera on the drain.

We have been in contact with enviromental health and they have done dye test on all the drains we can get access to and nothing has shown up. Do you think if we can get access to the property dye tests done in sinks etc would find it?

if it is sewerage water it is a e/h problem because its health hazard. but if landlord won't let you in you can't do a thing.
may be get some legal advice. but if he will let you have access to his drains on his land a drainage company can put a camera down there and tell you the exact pipe breakage. then you have proof to tell the landlord.
