Phillips TV, has power, no pic or sound, humming from inside?

Phillips TV, powers up, but there is no picture or sound, there is a humming coming from something inside, I opened it up to look, and there is wires running from this device attached to the board, to the tube.

Common are line output transistor short circuit, and/or the line output transformer faulty (part you described). Transistor fairly cheap, transformer quite expensive. Often, other underlying faults caused failure. Needs an engineer.
