It sounds like your fridge is set too low. There should be a dial located near the light. The higher the number, the colder your fridge will be. It's probably hovering around zero degrees, so moisture from the air is freezing as ice particles and then melting. There should be a moisture accumulator hidden at the back of your fridge and this could be full and water overflowing onto the shelf. This could then be freezing when your fridge dips below zero again. Simple solution: turn down the stat.
