The smaller belt on the clutch can be replaced by undoing the small screws on the clutch unit, although I've no idea where you'll get the part. The large belt cannot be replaced, you'll need a new clutch. Save yourself the hassle and call Dyson who will probably fix it cheaper than you can buy the parts. A broken clutch belt can be a symptom of a further problem.
