When I press the up/down button on my Samsung tv or remote,the tv shuts off for an instant and then turns back on. Thus I cannot alter the volume-it's either too loud or no volume at all.

Try using the buttons on the TV for now. Maybe something happened with the remote and cross circuited something. Try going to an appliance store or pawnshop and see if they can get you another remote. If another remote is causing the same problem, the issues lies within either your TV or the IR receiever in it.
