Illegal system DLL relocation?

turning on computer i get a message saying the system DLL user 32 dll was relocated in memory. The application will not run properly. The relocation occurred because DLL:\windows\system32\HHCTRL.ock occupied an address range reserved for window system DLLS. The vendor suppling the DLL should be contacted for a new DLL.
Can anyone help donit have a clue what to do
