Your internet settings are wrong, you probably have it set to connect through a proxy server at that ip address.
1. Open the control panel and click "Internet Options", then click on the "Connections" tab.
2. Click on the "LAN Settings" button.
3. if the "Use a proxy server for your LAN (These settings will not apply to dial-up or VPN connections)." checkbox is checked, uncheck it and click ok.
Try to go to a website, if it still doesn't work try the following
1. Click on the start menu, click on run, type in "cmd.exe" and press enter
2. Type:
ipconfig /release
This will release the current ip address
3. Type:
ipconfig /renew
This will request a new ip address from the network
4. You should now be able to get on the net. (That is if your account has been activated by the cable company, some cable companies use a guardian software that locks out modems until their install process is complete, meaning if the cable tech was there to set up your new internet and was unable to complete his job, you may not be active).
