either your deguss has failed or you have a magnet or speaker too close to it.
remove anything with a speaker or magnet in, incuding other TV's amplifiers, VCR (if very close) that may be close to it, run it for a few hours, switch off and unplug (important you unplug and not just switch off) for a few hours and repeat several times,
If this dosent help one of 2 things is the problem
1) deguss coil has lost power (it looks like a fairly thick peice of wire wrapped around the outer edge of the tube - not the copper wire coils around the neck of the tube) check the components that supply power to it - will only be a rectifier and a couple of caps.
2) someone has put a powerfull magnet too close to the screen and bent the shadow mask (no you can't straighten it out its inside the tube) but normaly this wouldnt get worse, it would stay constant
If you have checked the above and no joy and maybe the shadow mask is bent you can try using a mains powered drill in font of the screen and pulse it on and off, you will be able to move the colours around the screen and try and balance it out but useing the AC magnetic field of the drill, you can trash the tube like this, its a last ditch attempt if all else fails and your going to put it in the skip anyway.

TVs are very dangerous, if you value your life more than the couple of hundred euros the set costs to replace dont tink about taking the back off..
