how to adjust my regulator?

I have a pressure regulator on my water supply for my SIME Boiler which required 1.5 - 3.0 bar water pressure (21 PSI or 150 KPA - 43 PSI - 300KPA). However, dial at Pressure regulator always come down to below 1.5 and boiler is stopping and re-starting when water pressure gain again.

I do not sure whether dirt block inside regulator or regulator need some adjustment. Regulator has two adjustments which is big screw head at top of the body and adjustable knob at bottom.

Could you PLEASE anyone help me to adjust this regulator or find root of this problem.

but, no any filter on regulator visible from outside. Just top side look like diaphram's chamber and bottom side adjusting screw.
Are there any possibilities filter on top of adjustment screw?
