Resoldering boards...Start anew?

In resoldering boards suffering from dry solder, should the old, weakened or cracked solder be removed; or can I just resolder, adding new to repair as necessary?

Thank you for your responses

Depends on how good a job you want to do. Ideally removed the old solder using a wick then resolder with new solder. Remember to apply the heat to the joint no the solder. BTW lots of dry joints is unusual in one box.
