the tiolet tank will not empty all the way causing the bowl not to carry tissue and waste out properly and completely

There should be a small adjusting screw on the ballcock arm that will allow the ball to float higher in the cistern.
If you have a torbeck polythene valve screw the float upwards a little to increase water fill height. Always check to makesure the overflow is fitted and operational before adjusting the water filling level in a wc
