Toilet won't flush?

to get toilet to flush I have to repeatedly have to push handle.
the cistern has correct level of water.

I think the reply I gave to Steve’s question would have been a help to him and to others with same problem. I am sorry I seem to of offended your good selves by a few typing errors, spelling mistakes and incorrect punctuation, however I use capitals as it is still easy to read.
I am not a great typist I admit, and if I had to go over everything I would not have time to complete the answer ,which I think is more important(By the way writing in caps is not rude, if it means anything ,it means attention! or that I am shouting)however I apologise if you find it offensive
I notice no comment or criticism was made of the content therefore I presume you approve and indeed one of you mentioned that “I may be good at plumbing”
I would suggest to you, that the content is the main thing and as long as it is eligible, it becomes helpful, that’s all I am trying to be.
