sometimes you have to clean the seat in the bottom where the washer sits, limescale can make pit marks in the seat and the washer won't seal fully.
plumbers have a tool with a cutting edge which they screw in and recut & clean the seat up.
you can buy the tool called a tap reseater anything from £15 - £50 for a descent one.
