HEATER RAD CHANGE ON A PILOT?

LDV PILOT 1999 2.2 D.
I HAVE WATER THAT APPEARS TO BE COMING FROM THE BLOWER MOTOR HOUSING.ITS BEEN LEAKING FOR YEARS JUDGING BY THE RUST ON THE NSF FOOTWELL AREA.DO YOU THINK ITS THE HEATER RAD?RADWELD WORTH TRYING?

possibly water valve, which is fastened to l/h side of heater. there is also a hose coupling that fastenes on to bulkhead this sometimes corrodes. heater rad is easy to change from inside of cab it comes out towards n/s.
