the puma has a wax stat that controls the flow of hot water, you will not get full flow until the water has started to heat. The reason it comes through fast to stat with is because if it has been left for a while the pilot light will warm the water in the boiler, if it has just been used the heat exchange will still be hot so it will start fast.
If the boiler is slow to fire, the water will slow to allow heat to build up and the wax stat heats up.
