My TV monitor's screen turned from full viewing to, a red line accros the sreen. How do I get the picture to return. I get full audio.

Sounds like vertical collapse. Generally the vertical output ic needs replacing or the biasing components that help it operate, or both. Like all electronic component repairs it should be repaired by a qualified repairman, not a novice who will run the risk of electrocution and further damage to the monitor.
