Hoover Steam Vac V2 - brushes do not spin?

I have a Hoover Steam Vac V2, Model F7425 900. I cannot get the brushes to spin - they did on previous uses. Any suggestions on what might be the problem?

These V2's are notorious for bad turnine units. I've replaced lots of them. If you need a turbine, send us an e-mail.
