White Sewing Machine Model 645 - Bobbin Frozen?

My wife has a White Sewing Machine Model 645. I know very little about sewing machines, but would like to help her fix it. The bobbin won't wind when she pushes the pedal. It appears that the shaft that the bobbin sits on is frozen. At the bottom of the shaft, there is a little white 'spindle' that a rubber ring sits on.

My question is this...should the white 'spindle' freely turn? This one doesn't, and the rubber ring that goes around it shows wear as if burned by the gear it sits against. I'm convinced the shaft is frozen where it won't turn, but I'm not certain.

Can anyone give advice?

Hello Jim,
Because the bobbin winder spins at a very high speed if it is not oiled on a regular basis it can seize up which sounds like has happened in your case, this is the best way to free it off, spray some WD40 just a small amount on the top of the bobbin winder and give it a moment to trickle down, it may or may not, if you have an electric drill place it over the top of the winder and run the electric drill slowly and it should free off, put some more WD40 down the spindle, make sure you take the winder rubber off, you don't want oil on that, be very careful with the drill, remember, slowly.
