Flood from flat above has stopped my lighting working?

A recent flood over a 24hr period with a broken pipe in the flat above has caused the lighting in my flat to stop working.

Being no expert in electrics I would however like to understand whether the issue is likely to be fixed by a simple fuse replacement, or whether I am best served paying out for a local electrician to look into the problem.

NB all other electrical circuits are still working effectively, and I have turned the electrics off and on at the mains and this has not rectified the problem.

I would say that the water ingress has played a significant part in your lighting failure. It would be a good idea to get an inspection carried out by an electrician. As for footing the bill, I would make the person who's water supply caused this problem (ie your upstairs neighbour) foot the bill.
