My kitchen mixer tap, the cold tap is playing up, I can't turn the tap easily, and then it seems to jump a notch on the thread but it doesn't turn the tap on? Please give advice.

Sounds like the jumper has stuck, mostly this is lime scale, you will need to remove the insert from the cold side (turning the water off first) then grease the threads up, and get it moving again, change the rubber washer. if this fails buy a new insert, if its a cheep tap, buy a new tap.
