Fuel Problems 1977 Ford Tractor 3600?

My Tractor 3600 Ford Run Fine Unless You Break The Fuel System By Changing The Fuel filter . The last It took several days to get bleed out .This time I changed the Shaft Seal On the cover I still cant get it to clear out it does not seem to be pumping. you can bleed the screw on the side ( there is pressure there ) Nothing hardly at all from ports .Do you think My pump is weak . If so Why does run so good if you get running.

Speculating on the validity of a pump is foolish compared to the relatively easy methods for testing delivery volume and pressure. I might be more concerned with pourous pickup tubes or delivery lines, compromised o-rings, making it difficult for the transfer pump to purge. Maybe try pressurizing the fuel tank gently while idling the engine to isolate wher the problem is on the pickup (suction) side or farther on.
