It has power but will not work. is there a reset switch inside the heater itself

switch off the main supply; remove cover and measue the resistance across the connector where the main supply cable is connected (it should be around 16 ohms) if its infinite (ie open circuit ) then the main heater coil may be burnt out;
otherwise the thermostat may be sticking
