i have windows xp with outlook express 6 my problem is i can recieve my emails but i cannot reply to anyone

You need to check the Outlook config, it sounds likes you've got the correct POP3 server (to receive mail) but the wrong SMTP server (to send mail). Check with your ISP what they should be.
