overflow from loft tank is constantly leakig?

my overflow to my loft tank is contantly leaking i have changed the ball cock and re isolated the feeds to check however the leak continues

Is the level of the water in the tank too high? You need to bend the arm of the ballcock, so that the water level is a couple of inches (50mm) or so below the outlet to the overflow. If it is not the level and it is a tank feeding a hot water system/cylinder then it is boiling over.
