The handle on my UPVC door does not lift high enough to turn key?

The handle on my upvc door does not lift high enough for me to turn the key. This is the case regardless of whether the door is closed or open.

I can see that the locking points are moving but not quite far enough.

I've tried applying wd40 but this hasn't helped. Does this indicate the failure of one of the parts or is it still more likely to be a lubrication issue?

Thanks
Ian
