When I try to download java it says I can't because of safe mode?

When I try and download anything, Java or anything it says that the windows is in either safe mode or windows installer is not installed properly. Contact windows installer service for questions. I can't figure it out and neither could they. What is wrong?

You do not specify which version of Windows you are using, but I guess it will be XP or Vista.
If you were given the software DVD's, (unlikely) simply reinstall Windows, it will most likely work ok.
If you do not have the software (likely) you can do a "System Restore", which will hopefully restore your machine to a previously satisfactory state.
It is interesting that you mentioned JAVA in your message, there have been historical difficulties between Microsoft and Sun (who produce Java). I wonder if these difficulties have not yet been resolved to the extent that a Microsoft user is able to use Sun Java.
Another thing to be aware of, especially if you have "Automatic Updates" enabled on your Windows machine, is a bit of code called "Microsoft Genuine Advantage", which checks to see if it is happy about the provenance of your installed Microsoft product...and if it is not happy, neither will you be!
Best to disable Automatic Updates and keep an eye on what MS are trying to send to you.
