fixing a combination lamp?

I have a combination halogen uplighting and regular bulb floor lamp - the regular bulb is working fine but the halogen one isn't - I've tried a new bulb, but that's not fixed it and the little red light on the side of the lamp isn't coming on - what am I missing?

If the halogen lamp is low voltage (12v) then you need to look for a transformer inside the light fitting. WITH POWER OFF AND UNPLUGGED.
