repairing a crumbling damp concrete floor?

I am just about to lay new flooring in the kitchen. When I removerd the old floor tiles I found the concrete floor was crumbling, probably caused by damp. Is it possible to repair or does the whole floor have to be renewed.

sounds like you need a new floor laying with damp proof membrane and to meet new building regs insulation.you could use a levelling compound but it would be a bodge job.
