windows wont load properly?

hi i did a system restore on my acer aspire 5100series laptop, but when it had finished it came up wiv an error message saying: unable to locate WININET.dll re-installing may fix the problem! can you please advise??

just load system disk.
When you get to the first setup screen seect r for repair & the disk will do the rest.
