Indesit Washer Dryer WIDL126 - why won't it heat water during washing?

WIDL126 Washer Dryer by Indesit is not heating the water when washing. Off the top of my head its cold water fed but despite selecting a high temp wash, all washing is coming out of the machine cold - whats the likely problem please and can it be fixed by a reasonably competent DIYer without resorting to calling out an Engineer? Its just over 2 years old.

Its one of two things wrong,
1. you have selected a program that does not allow high temperature such as wool. The selected program overides the temperature setting. Try a wash with the white cotten program, if it does not heat then go to step 2.

2. The heating element, thermostat or cut out is faulty, for this you will need expert help
