How come the toilets in my home don't always flush fully?

Most of the time the toilet bowls do not want to empty completely? Even when I'm just testing them. Is the main drain slow or is there air in the household system?

If its the water in the toilet pan that is slow to go, then there could be an obstruction in the system somewhere - or maybe the outlet pies have long near horizontal runs, or maybe the incorrect drain pipe diameter has been used.
